It is most definitely a punishment, but I fail to see how this is benefiting anyone else. The Netherrealm that I know is where sorcerers use pain and torment to fuel their power. This does not seem like there is anyone who is becoming empowered from our suffering.

Even the lighthouse keeper does not seem to be gaining anything from the situation.

It all feels... arbitrary.
