Yes, they were trying to figure out how to fight "them" - the World Eaters, he has to assume, for that's the only unspoken Them that there can be here. What's in the folder, though? A shadow, hanging over the heads of those scientists. Something to do with the World Eaters. A cloud? Death?
But the last is clear enough. The light, before it was extinguished. The people who were working at the station with Dr. Solis, after the first creature came through but before the world had died. So why was a lieutenant, a member of the military, instructing them instead of her?
Survival, probably. Necessity.
But he still doesn't understand what's in the folder, so he looks to Will for help. Maybe this is a science thing. He's got to understand, right? But when he sees Will looks as puzzled as he is, he asks (before Will can berate the poor spirit for being unhelpful, or something), "Is there anything more you can show us about what's in the folder? I don't think I understand. Was that a World Eater?"
If so, he's still not sure what that has to do with the top secret contents of the folder itself, but it's something, maybe. Helping the military learn about World Eaters? Giving them access to World Eaters to use as some kind of weapons? ... He'd like to hope not, but given his own world's track record that's more plausible than he'd like it to be, especially knowing how it all ended.
