Well, it's probably related to memory stones. Why else would a stranger be approaching somewhere other than the bonfire or the Invincible or something? Which means... probably one of the Winter Soldier memories. Since nobody really had recognized the short-haired guy with two arms and an actual name, so far, who hadn't already known the name.
