He knows it's sometimes done, those sorts of extreme experiments to turn someone into something new and better and more effective at killing - by both sides, in his world. The deals his brother had laid out with the emperor Kaidou sounded like they could result in one hell of an army if they succeeded, so of course the Marines have to use their own research teams to be prepared. To fight back. And as much as they stand for good and justice, he knows his side hasn't always done the right thing either.
