It is like a bit of a sedative. It's easy to see how the Soldier guessed it was drugged last time, not knowing what it was. Now that it's expecting it, the Soldier pays attention to the feeling-- not quite like Crowley's removal of fear entirely, but more like the fear doesn't matter quite so much. The urge to twitch and cringe away is still there, but it's easier to ignore.
