I know a little. Much of it is simply a matter of reusing ingredients, and saving whatever scraps we can for stews.
( Javert grew up poor, and as a police officer, he didn't have much of a salary. He knows how to make food stretch, how to conserve, and sometimes, how to go without. It isn't so great a hardship, not for him, at least. )
